Brazil has a very strict law on data leaks, and the only people who can release any information at all are the members of the government. That’s why this data leak was not leaked to the outside world. This could be the result of a government employee who was tipped off about the site, or it could be the result of some kind of inside job by someone within the government.

There’s no official statement about the leak, but it has been widely speculated that this may have been the result of some internal governmental operation.
