That means the game has more freedom in how it works. But the player still has to remember what moves are available to him, and which ones he can’t do. So there are a few benefits of the capacity allocation.

One of them is that it makes the game more exciting. The player is free to make a bunch of decisions and have all sorts of random outcomes. But that also means the game is more complicated because it doesn’t always make sense. In other games, the player can just turn a corner and see what happens, but if you’re playing with the full freedom of all the possibilities, you might just get smashed.

The other benefit is that if the game is full and you dont have enough power, you can always leave it and try again later. Instead of having to wait for all the scenarios to come to a conclusion, you can just start all over by doing some random action and see what happens. It also makes the game more “fun” because you can see all the different outcomes and can make them your own.
